Apply changes
The single most important button in the interface. Until you click it, nothing you have configured is active on your calls.
The principle
When you create a user, edit a dial plan, or add a queue, your work is saved but not in service. Your calls keep following the previous configuration.
It becomes real when you click Apply changes, in the top bar, visible from every screen.
What it actually changes

When to click
And then, test
Applying proves nothing. The only check that matters is a real call: dial the number in question, let it ring, and listen to what happens. A dial plan that looks correct on screen can have an unconnected exit that you can only hear.
